SENATE RESOLUTION NO. 26

(By Senators Bowman, McKenzie, Kessler, Edgell, Unger, Ross, Sharpe, Oliverio, Rowe, Hunter, Minard, Anderson, Bailey, Chafin and Wooton)


Expressing appreciation to Project BEST for its support of construction projects in northern West Virginia.

Whereas, Project BEST recognizes that construction is the catalyst for economic development and has been a strong supporter of many local public and private projects; and
Whereas, Project BEST, based in Wheeling, supports public projects through its Associate membership which allows Project BEST to work with public officials on both sides of the Ohio River; and
Whereas, Project BEST Associates include many public officials not directly affiliated with the construction industry but who support the principles and ideals of Project BEST. These principles include a resolution requiring construction contractors to comply with certain bidding criteria that will ensure, to the greatest extent possible, quality workmanship, efficient operation, safety awareness and timely completion of construction, repair and renovation projects; and
Whereas, Since 1994, Project BEST has significantly improved its commitment to safety in the construction industry through the contracted services of a full-time safety consultant with 35 years of Occupational Safety and Health Administration experience; and
Whereas, Safety procedures have been developed and implemented through continuous safety education and training programs unique to the construction industry, which have significantly impacted both contractors and their work force in the reduction of personal injury losses, property damage losses and other losses in the construction process; and
Whereas, Project BEST continues to set precedence in safety leadership throughout the Upper Ohio Valley and the State of West Virginia through its involvement in OSHA's Area Office Partnership Agreements and the OSHA Training Institute Construction Outreach Program; therefore, be it
Resolved by the Senate:
That the Senate hereby expresses its appreciation to Project BEST for its support of construction projects in northern West Virginia and for providing highly skilled, professional contractors and building trade personnel for construction services; and, be it
Further Resolved, That the Clerk is hereby directed to forward a copy of this resolution to appropriate representatives of Project BEST.
